Nebraska's prison population has grown over the years. Between 2009 and 2019, the inmate population grew by 27 percent, while the overall state population grew by 7 percent. By October 2018, the average prison population in the state had gone up by 155 percent beyond capacity.  

One factor contributing to the high population in prisons is high bond rates. It's estimated that more than half of the inmates in city and county jails are not convicted and don't have money to pay the required bond. Thus, Nebraska has major work to reform the prison and jail system.  

Conducting an Inmate Search in Nebraska  

You can conduct an inmate search at no cost using the name and housing facility locations with the Nebraska prison Inmate Search Tool and Facility Index. You need the inmate’s first and last name or the DOC number. You can use the tool to find the inmate and their personal information, parole eligibility, sentence type, and other information. If you can't find the inmate using the tool, you can contact the Public Records Unit via email or mail. Send the mail to:

You can also see the release date with the Nebraska online inmate search tool. However, the record manager might sometimes limit access to the exact date in certain cases. Only the attorneys or immediate family members can get the inmate files in such cases.  

The State's Prison and Jail System  

The Nebraska Department of Correctional Services manages all the state correction facilities and institutions within the state. This includes all the state's prison facilities, excluding county and city detention centers and jails.  

Nebraska has ten state prisons and sixty-three county jails. The county jails are operated by their respective county sheriff's offices. There are no federal prisons in Nebraska. 

Local law enforcement agencies operate the city and county jails. The department has operational guidelines for its correctional facilities at the state level. Some of the guidelines are also used by locally operated correctional facilities.  

The Nebraska Department of Correctional Services provides rehabilitation programs for inmates. Some of these programs include behavioral programming, vocational and educational training, and pro-social activities.  

Contacting an Inmate  

You can contact an inmate in Nebraska using the channels given by the facility they are housed. To get details of inmate correspondence, you should contact the state facilities individually. In most cases, inmates are allowed to send and receive emails.  

They are also permitted to make outgoing calls, but you cannot call an inmate. The inmates make prepaid calls with payments made to the facility's approved credit or debit card. You should be on the approved list to be called by an inmate. 

You can also contact an inmate through the mail. The mail must meet all the compliance rules, failure to which it is returned. To send the letter, include the names and I.D. of the inmate and a return address for the facility.  

Sending Money  

All inmates in Nebraska have an inmate institutional account. This is where any money sent to inmates is placed. The account can only be used to buy items in the facility's commissary/canteen. You can send money through money order. Include the inmate's full name, current location, and Identification number.  

You can also send money through JPay by creating an account on their website. Include the inmate's first and last name and their BOP register number.  

Another option is through MoneyGram. Include the inmate correctional Identification, your name, the inmate's name, the correctional facility code, and the amount to send.  

You can also deposit and transfer money to the inmates' book account through TouchPay in the facility’s lobby.  

Visiting an Inmate  

The visitation rules in Nebraska vary from one correction facility to the other. Thus, before you visit a facility, you should check its specific policy. You are only allowed to visit if you are on the approved visitation list.  

After approval, you are given a pass to enter the facility with your national photo identification. You must go through pass routine checks before you enter the facility. You shouldn't carry cameras, recording devices, or any other electronics.
