Connecticut has the highest per capita income in the USA. It's viewed as one of the wealthiest and safest of all states. According to the FBI, the state has a crime incidence of 6,459 per 100,000 people, making it the fourth lowest in the country. In 2020, the crime rate for rape, murder, aggravated assault, robbery, or manslaughter was 181.6 cases per 100,000 people.  

High crime rate is more dominant in the urban areas, and though lower compared to the national average, it has severe consequences for the people and the economy. Connecticut's prison and jail system is one of the most reformed in the country. The state has an incarceration rate of 394 per 100,000 persons. It includes juvenile justice facilities, jails, prisons, and immigration detention.

According to the Connecticut Freedom of Information Act, inmate records in Connecticut are public records. They are availed to interested people upon request. Thus, you can access inmates' personal details and other information regarding their sentence and release dates. You can search through the Connecticut prison inmate search tool.  

Details needed include full name, date of birth, and Connecticut DOC number. The search will give you their location, sentence date, bond amount, probable release date, and sentence length. Another way to determine if a person is in jail is by contacting the county's sheriff office.  

You can also search using third-party organizations and websites. The websites provide easier search where you should include the inmate's location, state, county, and city. You should also include their full name unless they are juveniles.  

Connecticut Prison and Jail System  

Connecticut has a unified state-level jail and prison system. The other States with similar unified systems include Hawaii, Alaska, Vermont, Delaware, and Rhode Island. Department of Correction (DOC) runs all the jails and prisons in Connecticut, with headquarters in Wethersfield. At the end of 2019, Connecticut had 8,751 prisoners in private prisons and 14 state facilities. 

Twelve state correction centers are for male adults, one for female, and the other for juveniles. The state doesn't have county detention centers or county jails. All the prisons and jails are run as per the national model. The prisons hold sentenced offenders, while the jails house the pre-trial offenders.  

Inmate or facility-related information is provided by corrections staff. The agency running the facilities has a victim services unit that informs when inmates are released.  

Contacting an Inmate 

You can contact an inmate in any Connecticut jail or prison through penpal websites or US mail. Though the inmates don't receive incoming calls, detainees can make a call to people listed on their approved calling list. You should include the facility address, inmate's full name, and DOC number for mail correspondence.  

Visiting an Inmate  

All prisons and jails in Connecticut have visitor schedules and guidelines. You can find these guidelines on the visiting information page. Before visiting an inmate, confirm their location using the prison lookup tool and ensure your name is in the approved visitor list. If you aren't on the list, you can get a visiting application form and undergo a physical and verbal screening.  

The facility administrative staff contacts you within three to four weeks of applying. Two adult visitors from the inmate's immediate family are allowed to pay a courtesy visit without applying. You cannot visit an inmate during the state-observed holidays.  

Electronic devices, including cell phones, aren't allowed in all the prisons in Connecticut. If you are under 16 years old, you should be accompanied by an adult on the approved list. You should provide social security cards, birth certificates, or report cards to verify your name.  

Sending Money to an Inmate  

You can send money to an inmate by money order or electronically. Electronic deposits should be made through TouchPay, JPAY, or Western Union. For Western Union, including the inmate's last name, inmate number, and payable to Connecticut DOC. Download and fill out the Inmate Trust Fund Remitter Form legibly when sending money orders. Then, send the form together with the money order to:

Ensure you include the inmates' full names and their prison identification number.
